外商直接投资(FDI)和产业链转移是我国装备制造业转型升级的重要方式。阐述产业结构升级与全球价值链相关理论，分析了装备制造业产业链转移促进了我国装备制造业转型升级。装备制造业位列辽宁省四大支柱产业之首，从国内和国际角度分析辽宁省装备制造业升级面临的挑战，分析辽宁装备制造业在全球价值链中的现实地位，并基于全球价值链视角提出辽宁省政府要为装备制造业企业发展创造良好的政策环境、加快服务型制造的发展、提高装备制造企业的自主创新能力、提高绿色制造水平和质量品牌建设，以及提升改革开放水平等装备制造业转型升级对策。

Foreign direct investment(FDI) and industrial chain transfer are important ways of transformation and upgrading of equipment manufacturing industry in China as a receiving country.This paper expounds the relative theories on upgrading of industrial structure and global value chain and analyzes that industrial chain transfer of equipment manufacturing promotes the equipment manufacturing transfer and upgrading.equipment manufacturing industry is the top of the four pillar industries.This paper also analyzes the challenge Liaoning equipment manufacturing industry upgrading are facing home and abroad and its current position in the global value chain and puts forward the countermeasures for equipment manufacturing industry transfer and upgrading, that is, Liaoning provincial government should create sound policy environment, accelerate service manufacturing development, improve the capacity of independent innovation of equipment manufacturing enterprises, green manufacturing standards, brand quality construction and reform and opening up and so on.
