城市是产业结构升级的空间载体,而产业结构升级是城市实现可持续发展的重要途径。基于SSM模型,对2000—2014年间辽宁14个地级市三次产业结构优劣和竞争力大小进行比较分析,结果表明:从结构效果指数分析,沈阳、大连、鞍山、本溪、抚顺五市的产业结构对其经济增长有较大贡献;而从增长力效果指数来看,朝阳、阜新、营口增长潜力巨大,领跑全省,本溪、锦州、铁岭、大连、沈阳五个城市处于中游水平,鞍山、盘锦、葫芦岛三个资源型城市增长最差。针对以上问题,提出具体解决的思路:大力调整农业结构,提升农产品深加工和农业标准化水平;加快制造业转型升级,积极发展特色产业集群和循环经济;促进生产性服务业专业化,提升生活性服务业品质。

City is the spacial carrier of the industry structure upgrading and industry structure upgrading is an important path for a city's sustainable development.This paper makes a comparable analysis on advantages and disadvantages and competitive power of 14 prefecture cities in Liaoning from the year 2000 to 2014.The result shows that the industry structures of Shenyang,Dalian,Anshan,Benxi and Fushun make great contribution to their economic growth from the index of structural effect.Chaoyang,Fuxin and Yingkou have an enormous potential from the index of growth power effect,leading the race in the Province,while Benxi,Jinzhou,Tieling,Dalian and Shenyang stay in the middle,and the lowest growth power effect is the main cause to encumber the comparative growth rates of Anshan,Panjin and Huludao,which are resource-oriented cities. Aiming at the problems above this paper proposes an upgrading path that agricultural structure should be vigorously adjusted,the levels of deep processing of agricultural products and agriculture standardization should be improved,the upgrading manufacturing industry transformation should be sped up,characteristic industry colony and recycling economy actively developed,professionalization of productive service industry promoted and the quality of productive service industry improved.
