区域对口合作开发研究对发挥地方优势，促进区域技术、人才与文化等社会资源的互补融合具有重要现实意义.以辽宁、江苏两省玉文化产业为例，通过对企业经营状况、资金、企业规模、互联网和通信技术应用，以及商标、专利著作权等知识产权成果进行比对和分析，发掘辽宁、江苏两省相互启发、互学互鉴的产业发展路径.建议通过提供版权免费登记服务、对标建设知识产权示范城市、开展专利权质押融资和数字金融等多项措施提升辽宁省玉文化企业创新能力，缓解企业融资约束，推动玉文化产业的升级和可持续发展.

The research and development on regional dedicated cooperation is of practical significance to give full play to local unique advantages and promote the complementation and integration of regional social resources such as technology, talent and culture.In this paper, the jade culture industry in Liaoning and Jiangsu provinces is taken as an example.The enterprise operation situation, capital, enterprise scale, internet and communication technology application, trademarks, patents and other aspects of intellectual property achievements are compared and analyzed to find a path of mutually inspiring and mutually learning of jade cultural industrial development in Liaoning and Jiangsu provinces.Free copyright registration service, IPR demonstration city construction, patent pledge financing and digital finance should be taken as measures to improve the innovation ability of jade culture enterprises in Liaoning province, alleviate the financing constraints of enterprises, and promote the upgrading and sustainable development of jade culture industry.
