鞍山作为传统工业城市处于城市升级发展的新阶段,城市社会突发事件在生成、演化层面出现民生性的新特点。在社会治理创新的理念下,在研判鞍山民心网民生服务平台治理模式与资源优势的基础上,提出形成民生治理共同体理念、完善云网络化协同治理体系、运用网络大数据科技治理能力等优化鞍山城市民生型社会突发事件预防与治理建议。

Anshan, as a traditional industrial city, is now in the new stage of city upgrade and development.Urban social emergencies appear new characteristics of people's livelihood in generation and evolution level.Under the concept of social governance innovation and through the analysis on the governance mode and resource superiority of popular opinion Internet service platform, this paper puts forward community concept forming the governance of people's livelihood, perfects the collaborative governance system in cloud network, and optimizes the prevention and governance advice of social emergencies based on people's livelihood in Anshan, applying scientific and technological governance ability on network big data.
